The city is monitored by the Ninth Precinct. If you make too much noise, they will respond. Managing your Heat is critical to maintaining a long run.

The Heat Meter

Defeating hostile NPCs increases Heat, while capturing the Ninth Precinct adds a special one-time increase. The HUD presents Heat on a 0–100 scale.

  • Combat: Defeating rivals naturally raises Heat. Over time, relentless aggression will draw police attention.
  • Police: Taking down a police officer adds a significant additional Heat penalty. Avoid direct conflict with law enforcement unless necessary.
  • Districts and Events: Your location and active city events like Police Surges change how quickly Heat builds or drains.

The Ninth Precinct

The Ninth Precinct is a police-held territory with a permanent, heavy police garrison. Unlike rival gangs, police do not expand or trade territory, but they will defend their station fiercely.

Assaulting it is an endgame challenge: it requires Kingpin-tier rank, at least 12 healthy crew on the payroll, and 8 healthy crew surrounding the station.

Capturing it grants 1,500 respect; a solo capture also awards 100 Gold Bars. It raises Heat by 25 and permanently disbands the police garrison.

Cooling Down

Heat naturally decays over time if you cease hostilities. Your location can change the rate: Heat drains significantly faster while you are hiding out in the Docks district.

Concrete Decisions

Plan high-profile hits carefully. A rising meter is a reason to reduce unnecessary combat, finish only the objective already in progress, and use a quieter district before beginning the next assault. The Docks accelerate natural cooling, while the Neon Strip and a Police Surge make careless fighting more expensive.

Prepare for the Precinct

Treat the Ninth Precinct as a campaign objective, not an early shortcut. Reach the required rank, keep the healthy crew threshold intact, surround the station, and leave enough income to pay that force. Capturing it while another border is collapsing can trade one landmark for several ordinary blocks.

The reward is meaningful, but the capture also adds Heat. Enter with a plan for the minutes after the assault: which district you will use to cool down, which garrisons protect your income, and whether an active event makes police pressure worse.

Know When to Break Contact

Not every police encounter deserves an answer. A detour that avoids another takedown may preserve more time and health than fighting through it. If the current objective has no expiration, step away, let natural decay work, and return with a lower meter. If a timed event is active, compare its reward with the extra pressure it will create before firing the first shot.
